Business Strategy and Policy Unit

Agency Overview

The Business Strategy and Policy Unit (BSPU) was established in 2016 as a supporting arm to the Minister and has the responsibility for developing and monitoring policies and strategies that governs the work of the Ministry relating to investment promotion, ease of doing business, tourism development, sme development,  standards development , consumer protection, and export promotion.

To create an enabling environment to foster private sector growth and development through the formulation, implementation and monitoring of policies in areas of Tourism, Industry and Commerce:

Functions

Policy Development The BSPU conducts needs assessments and stakeholder consultations to aid in the formulation of policies. Additionally, the unit works collaboratively with the Departments of Tourism, Industry and Commerce to provide strategic and policy direction to guide the development of the Tourism Sector , Industrial Estates and the overall business community.

Doing Business Reforms The unit implements and facilitates doing business reforms in Guyana aimed at improving the ease of doing business. The unit is also responsible for monitoring all doing business projects across Ministries and Agencies.

Research The unit conducts research in several areas to keep up to date with the core issues affecting the business community. Research is also focused on the opportunities that the Ministry can capitalize on to aid in the fulfillment of its mandate.

Data Collection The units collect business and economic data, help design policies and monitor economic progress. The unit developed a business and economic database in 2020 and it is updated monthly and quarterly as data becomes available.

Public Sector Collaboration The unit supports the Minister when conducting ministerial outreaches and stakeholder consultations with the private sector as well as supporting the Department of Commerce annual meetings with the Regional Chambers of Commerce. Discussions usually include issues raised by the private sectors, areas of collaboration and opportunities that exist . Additionally, the unit works closely along with key international organizations on key projects in areas of small business development and ease of doing business.
